By Professor Gilmiaguene Filipe Tchipalanga, a lecturer at the Faculty of Law where the Conference took place in 2013. Through the published content, the author sought to provide the target audience - in this particular case, teachers, students, politicians, and society in general - with contributions and experiences in the field of local authorities, presented at the aforementioned Conference from various parts of the globe. In this context, the author highlighted the work of distinguished pre-readers who participated in the Conference: Ellen Mara Ferraz Hazan, Karine Braga Ferreira, Carlos Clerck, Gilles Cistac, Francisco da Cruz, and Ovídio Pahula, all of whom have diverse themes and experiences that can greatly contribute to the creation of local authorities, whether gradually or immediately.

All credit goes to the author for rescuing the legacy produced at the Conference, which, without its publication, would have been doomed to disappear. Similarly, the publication of the Proceedings is crucial for academic production, serving as a historical and scientific record of the activity developed in that distant year of 2013. A challenge to all, for the safeguarding of activities produced and to be produced during scientific events.
